Park around the outside of the capitol or in the small parking lot across the street from the capitol that belongs to the First Baptist Church (the earlier, the better). Enter at the North entrance (High Street), proceed through security, and we will be just inside the Rotunda on your right (first floor). The East and West entrances require a badge, so they will be locked.
